The past seven years have seen a sustained disengagement from the
political process and a growing tendency towards the path of
violence and counter-violence. The hopes that had prevailed in the
first half of the year 2000 have given way to mounting hatred, lack
of trust and belligerency. Many victims have fallen on both sides.
Many changes have also occurred on the ground - mainly the
expansion of Jewish settlements and the integration of their
infrastructure into that of Israel. These changes have led to the
perception among many Palestinians that the proposed two-state
solution is no longer viable and that the only remaining course is
to engage in a protracted struggle for decades to come. In their
view, Israel has shown clear evidence that it is not interested in
making peace with its neighbors, and that the sole preoccupation of
Israeli decision-makers remains the search for more land grabs and
for ways to scuttle any likelihood of withdrawal from the occupied
territories.
